By changing `as_str()` to take `&self` instead of `self`, we can just return `&str`. We're still lying about lifetimes, but it's a smaller lie than before, where `SymbolStr` contained a (fake) `&'static str`! |

The codegen crate contains the code to convert from MIR into LLVM IR,
and then from LLVM IR into machine code. In general it contains code
that runs towards the end of the compilation process.
