Downgrade linker-warnings to allow-by-default
...
This needs more time to bake before we turn it on. Turning it on early risks people silencing the warning indefinitely, before we have the chance to make it less noisy.

Reformat use declarations.

The previous commit updated `rustfmt.toml` appropriately. This commit is
the outcome of running `x fmt --all` with the new formatting options.
