errors: implement IntoDiagnosticArg for &T

Implement `IntoDiagnosticArg` for `&'a T` when `T` implements
`IntoDiagnosticArg` and `Clone`. Makes it easier to write diagnostic
structs that borrow something which implements `IntoDiagnosticArg`.
