Rollup merge of #106748 - clubby789:on-unimplemented-fmt-verify, r=compiler-errors

Clean up `OnUnimplementedFormatString::verify`

Lift the always-allowed symbols to a static array and replace a `match iter().find(...)` with `iter().any(...)`
