Rollup merge of #106221 - Nilstrieb:rptr-more-like-ref-actually, r=compiler-errors

Rename `Rptr` to `Ref` in AST and HIR

The name makes a lot more sense, and `ty::TyKind` calls it `Ref` already as well.
