Remove ScopeTarget and LoopIdResult
* Remove ScopeTarget in preparation of label-break-value (PR #50045)
* Replace LoopIdResult by Result which is possible now thanks to commit 8ac65af81f
" Implement Encodable and Decodable for Result."
