Rename ast::TokenKind::Not as ast::TokenKind::Bang.

For consistency with `rustc_lexer::TokenKind::Bang`, and because other
`ast::TokenKind` variants generally have syntactic names instead of
semantic names (e.g. `Star` and `DotDot` instead of `Mul` and `Range`).
