Rollup merge of #101498 - petrochenkov:visparam, r=cjgillot

rustc: Parameterize `ty::Visibility` over used ID

It allows using `LocalDefId` instead of `DefId` when possible, and also encode cheaper `Visibility<DefIndex>` into metadata.
