- add package counter to repo/user/org overview pages
- add go unit tests for repo/user has/count packages
- add many more unit tests for packages model
- fix error for non-existing packages in DeletePackageByID and SetRepositoryLink
This will move the settings button back to the right, like known from
older versions.
For this, the overflow-menu was changed when a setting button is
available. If no settings button is available, the behavior will not
change.
Fixes#3301
1. Add `<overflow-menu>` web component
2. Rename `<gitea-origin-url>` to `<origin-url>` and make filenames
match.

- display member count and team count in the menu bar
- Also display member unit in the menu bar if there are no hidden
members in public org
- hidden member board when there's no seeable members.
In this org, we only have hidden members:
We will hidden the member board when doer is not the member of this org
Before:
If you click the number in the members board, you will access the
members page, which is not expected.

Add a new badge to the repository tab for users and organizations.
The badge is only visible if a repo exists.
Change the badge color of existing "Starred Repositories". (from primary to small)

Context Data `IsOrganizationMember` and `IsOrganizationOwner` is used to
control the visibility of `people` and `team` tab.

And because of the reuse of user projects page, User Context is changed
to Organization Context. But the value of `IsOrganizationMember` and
`IsOrganizationOwner` are not being given.
I reused func `HandleOrgAssignment` to add them to the ctx, but may have
some unnecessary variables, idk whether it is ok.
I found there is a missing `PageIsViewProjects` at create project page.
* Refactor `i18n` to `locale`
- Currently we're using the `i18n` variable naming for the `locale`
struct. This contains locale's specific information and cannot be used
for general i18n purpose, therefore refactoring it to `locale` makes
more sense.
