- Per https://github.com/xanzy/go-gitlab?tab=readme-ov-file#go-gitlab-deprecated
- Move to https://gitlab.com/gitlab-org/api/client-go
- Use v0.116.0 because v0.117.0 has incorrect requirement of go 1.23.4, it will be fixed in v0.119.0 which is not yet released
